Biography
Stacy J. Kouba, a Principal Research Manager and Risk Management Specialist at the EERC, assists in and supports project management, proposal development, and risk management. In this role, Kouba coordinates with technical and support teams to plan and manage scopes of work, budgets, timelines, and research activities; collaborates with principal investigators and subject matter experts to develop proposals for federal, state, and commercial clients; and prepares technical and nontechnical documents such as topical/progress reports, final technical reports, technical papers, proposal documents, abstracts, and presentations. In addition, Kouba manages the EERC–Department of Energy Joint Program on Research and Development for Fossil Energy-Related Resources. Kouba also coordinates technical risk assessments; examples include risk assessments for infrastructure resiliency planning, pipeline route planning, and geologic CO2 storage project risk assessments that are compliant with applicable regulatory and incentive program requirements.
Previously, Kouba spent over 13 years developing electromagnetic sensing technologies for defense and oil and gas applications. Kouba holds a bachelor’s degree in Physics and Mathematics from the University of Wisconsin–Eau Claire and has been a Project Management Institute (PMI)-certified Project Management Professional since 2018. Kouba’s principal areas of interest also include program management, process and procedure development, and knowledge management. Kouba is a member of the San Diego Chapter of PMI.
